Honorable Housing Task Force Members




In response to a request of one task force members near the conclusion of the March 16 meeting,  I am forwarding all the communications of the Pasadena Affordable Housing Coalition (PAHC) regarding the City’s initial and revised drafts of the City’s Housing Element. 


The attached communications were sent to the City Council, and the California Department of Housing and Community Development (HCD).  The HCD referenced our communications in their two letters to the City following the City’s submission of the draft Housing Elements. I have also attached the two letters from the HCD.  


Summary of the attachments.

  1. The Scroll of 26 proposed solutions for inclusion into the Housing Element submitted to the City Council August 2, 2021
  2. The PAHC Appeal letter submitted to the HCD on August 27, 2021
  3. The PAHC letter the City Council on November 5, 2021 after HCD had presented its first critique to City on October 11, 2021
  4. Final PAHC letter the HCD after the City’s revised draft of the Housing Element
  5. The PAHC letter of February 28 to the Council of after the HCD had presented its first critique to City on February 25, 2021 
  6. HCD October 11, 2021 letter to City mentioning the PAHC in the opening paragraphs.    
  7. HCD February 25, 2022 letter to the City again mentioning the PAHC in the opening paragraphs.


We request that you review the attached communications and consider them as part of your recommended solutions to the Planning Commission and ultimately the City Council.
